The Primary Care Electronic Library (PCEL) is maintained and developed as the topic of a research project investigating the formative evaluation of healthcare digital libraries. PCEL has no commercial funding and does not accept advertising. Based at St. George's, University of London (SGUL) the project is part of the Community Health Sciences Department. PCEL aims to provide a comprehensive searchable directory of information relating to Primary Care. Based in the UK there is an intentional bias to native resources, but this in no means precludes the incorporation of international material. The content of PCEL is quality assured, having been assessed for relevance by qualified medical professionals and members of the PCEL team.

An important part of the project is the classification of PCEL resources according to Medical Subject Headings (MeSH) and the Systemized Nomenclature of Medicine Clinical Terms (SNOMED CT). MeSH indexing is performed manually by members of the PCEL team. The majority of resources were classified by a qualified librarian and the remainder have been categorised under the supervision of the SGUL Library Services. Mapping between MeSH and SNOMED CT has been reduced to an automated task, thanks to excellent software ( Unified Medical Language System ) provided by the National Library of Medicine

We appreciate the assistance given by the Computing Services of SGUL, and also the assistance given by the Library Services in the supervision of MeSH indexing.

The PCEL project is part of a larger working group based in the Community Health Sciences Department at SGUL. This group, formerly known as Primary Care Informatics, is now delivering the first undergraduate entry course in Biomedical Informatics to be taught in the UK. Other areas of intrest include quality analysis of data collected from General Practice computer systems providing feedback relating to the Quality and Outcomes Framework (QOF) - Primary Care Data Quality.
